Cannot create smart-groups based on custom-field filters
Overview
New smart-groups based on custom-fields don't have their criteria applied
Reproduction steps
- Create site with sample data
- Pick a few arbitrary
Individual
s. Set their "Most Important Issue" to "Education". You just need 2 or 3 records. - Use "Advanced Search" to find contacts with "Most Important Issue == Education"
- Create a smart-group from this search ("Issue Group"; type: "Mailing List")
- After creating the group, it returns to show you the list of contacts
Current behavior
- After creating the group, it returns to the result-list. But now the result-list shows all contacts (~200 records).
- If you go to "Manage Groups" and view the contacts for "Issue Group", then you see all contacts (~200 records).
- If you try to re-search and update, it doesn't take effect.
Expected behavior
Smart group should be based on the chosen filter. There should be 2 or 3 records.

- CiviCRM: 5.73-rc (5.69 is OK)
