Validation Problems on Scheduled Reminders Form With SMS

When creating an SMS reminder the Scheduled Reminders from incorrectly requires the HTML message field and from email and subject and there is no validation on the SMS field.

To reproduce

  1. Clone down and enable the Twillio https://github.com/civicrm/org.civicrm.sms.twilio extension.
  2. Create a dummy SMS provider at civicrm/admin/sms/provider?reset=1
  3. Go to create an SMS reminder in the scheduled reminders field, observer the fields incorrectly validating
