Alter default frequency for scheduled reminders job

As discussed on Mattermost with @bgm, the default for sending scheduled reminders is daily. This seems too infrequent, particularly if you have event reminders to be sent and want to send a reminder e.g. 2 hours before the event starts.

I propose that the default is changed to hourly.
