User experience improvement, hide by default the Latitude and Longitude fields, users can enable display if needed

We have found that users are somewhat confused by the default display of the Latitude and Longitude fields in the Address section for Contacts. This is a proposal to change the default so that the Latitude and Longitude fields are not displayed by default. This would affect both new sites and existing sites that rely on the default settings and require an upgrade message to notify existing sites of this change.

The change is to de-select the Latitude and Longitude fields in the Address Settings. CiviCRM > Administer CiviCRM > Address Settings

This change was initially discussed in MM and support indicated, see https://chat.civicrm.org/civicrm/channels/product-roadmap/pzm9gqjy4jdeznennqi6kuhceo

Agileware will provide a PR at some stage.
