Changing address on event hangs

Overview

Changing the address on an event causes hang (spinning logo)

Reproduction steps

1. Create an Event with a location & Save.
2. On Event configuration select 'Event Location' tab
3. Click Create new location radio
4. Enter address details
5. Click Save

Current behaviour

Spinning logo. On reloading the page, 'Create new location' is still selected with no address details

Expected behaviour

Should save as normal

Also tested on test site for https://github.com/civicrm/civicrm-core/pull/18710 (ie not fixed by PR 18710)

Regression since 5.28.2

changed the description

On current dmaster, creating an event with a new location fails.

With PR18710 creating an event with a new location works but editing an event to use a new location fails (as in description above).

I have given this the regression label feel free to remove this if this is not a regression.

I'd agree it is a regression, but I haven't provided a fix - just reporting it :-)

OK - this is creepy - it involves a hidden rollback that I'm having trouble finding
