Add "All Contacts" link to the Contacts menu on new installs.

Overview

Currently viewing a list of your contacts is a two or three step process - load a search page, then click search. We can do this with link to civicrm/contact/search?force=true. For a better out-of-the-box experience it would be good to have this as a default link to All Contacts in the Contacts menu.

Example use-case

  1. Click on Contacts -> All Contacts.
  2. A pre-populated list of all contacts is available without needing to create a custom Navigation Menu entry.
