5.27.alpha1 reports php_intl warning even when php_intl is enabled.

Please describe your improvement in detail. When upgrading from 5.26.x to 5.27.x you get this warning message:
This system currently does not have the PHP-Intl extension enabled. Please contact your system administrator about getting the extension enabled.
even when php_intl is enabled. This is confusing.

What is currently possible? What limit ? You get the warning message regardless.

Suggest line 32 in CRM/Upgrade/Incremental/php/FiveTwentySeven.php
is changed from:
if ($rev == '5.27.alpha1') {
to
$rev == '5.27.alpha1' && !extension_loaded('intl')
next time updates are revisited.
