Supporting date for opening statement.

CiviCRM is currently under-serving non-English language native speakers.
CiviCRM.org is currently under-serving non-English language native speakers. Around 25% of visitors to civicrm.org don't have English (US/GB/etc) as their default language, 46% are from outside of the US/UK/Canada/Australia/NZ/Ireland.*
There are severals ways for CiviCRM to better serve non-English language native speakers:
