Many of the policies in place are a mashup of policies from other projects, in place through recommendation of other organizations, or generated by the CiviCRM community.
There is often confusion around some of these, or general lack of knowledge of them, which has resulted in inconsistent application/enforcement. There also may be some that are missing and should be in place for the community.
