Test and install org.civicrm.vieweventparticipants extension

Following the discussion around this have written a brief outline of what would be needed:
Problem: Event creators can’t view a list of attendees for events they have created.
Why this is a problem: any creator of local events either needs full CiviCRM permissions or will do (as Circle does) the registration on their own site in order to communicate with participants
Extension fix: add a new permission using ACL Hooks for “view contacts who are attending an event that the current logged in user created” to reveal at least First name, Last name, Email. At the moment a CiviCRM page will be viewable for event creators showing the number of attendees, but not listing the attendees. https://civicrm.org/civicrm/event/search?reset=1&force=1&status=true&event=820 So no new formatting should be needed, just a permissions change:
Further dev: depending on how hard that is, further improvement might include exposing the 'actions menu' items, ie ‘email users’, ‘add to smart group’.
