INFRA-231 Implement bot to communicate about testing/review on PRs
When reviewing a pull-request, it helps to use a test site. These sites are created automatically, but the details are buried where many contributors won't see them.

Implement a small web page for browsing/filtering the list of available test sites. For example, "https://test-ubu1204-5.civicrm.org/sites.php?filter=core-1234" could display hyperlinks like "http://core-1234-aaaa.test-ubu1204-5.civicrm.org" or "http://core-1234-bbbb.test-ubu1204-5.civicrm.org"

Have a bot ("civicrm-builder"?) post a single comment to the PR. Maybe like:
"Thanks for opening this pull-request." "To learn more about code-review and release-cycles in CiviCRM, please read CONTRIBUTING.md." "To access any test builds of this PR, please visit https://test-ubu1204-5.civicrm.org/sites.php?filter=core-1234"
