INFRA-147 Migrate auxiliary downloads to download.civicrm.org
We currently distribute files through two channels:
- The latest tarballs are available through civicrm.org (which links to download.civicrm.org)
- All other files (localization files, historical archives) are available through sf.net
sf.net have some upsides (e.g. cool download stats, already configured/working, and some ppl may discover Civi through sf.net) and some problems (e.g. pageflow/UI is misleading; stats only reflect 1/4 of downloads because most folks go through civicrm.org; ads; no HTTPS downloads).
Migrating the download would involve a few tasks:
- Copy historical files (Civi 1.x.x - 4.1.x) from sf.net to download.civicrm.org
- Create a decent page for browsing files on download.civicrm.org
- Setup log/stat tool for download.civicrm.org (e.g. piwik)
- Optional: Setup CDN. Something like https://www.fastly.com/about/open-source or https://www.maxcdn.com/open-source/ would be cool, but we could probably afford a low-end CDN. (Est: ~100 GB/mo)
