The reminders for the new event are half-created — they show in Administer >> Communications >> Schedule Reminders but but they aren't attached to anything. The issue seems to be they get copied as Event Template reminders and don't get updated to be Event reminders.

I'm testing with the ICS file generated by the Montreal Developer Training on February 26th (https://civicrm.org/civicrm/event/ical?reset=1&id=1745). The event is supposed to start at 9:00 AM America/New_York time.
I'm using Thunderbird. I have my Thunderbird timezone set to America/Los_Angeles. It's important to set your calendar timezone to a timezone that does not match the event time zone to replicate the problem.
When I import the ICS file, my calendar shows it as starting at 1:00 am America/Los_Angeles time, which would be 4:00 am America/New_York time. The reason it's off is because Thunderbird percieves the correct time to be 9:00 am UTC rather than 9:00 am America/New_York.
Here are the relevant parts of the ICS file.
First, the timezone is defined:

The problem is with the timezone definition, specifically:
`DTSTART:20240226T140000`
This represents the start time in UTC. But, the [standards](https://www.rfc-editor.org/rfc/rfc5545#section-3.6.5) says:
> The mandatory "DTSTART" property gives the effective onset date
and local time for the time zone sub-component definition.
"DTSTART" in this usage MUST be specified as a date with a local
time value.
In other words, it should be the local time, not UTC. In this case: `DTSTART:20240226T090000`.
Making that adjustment causes it to import properly in Thunderbird.
I'm happy to work on this, but would love some feedback to make sure I'm not offbase on anything. Example use-cases

Currently a participant status: Pending Refund defaults as a positive count.
But there are two scenario's that can cause this participant status:
1. there is a contribution total that is higher than the total event fee amount
2. there has been a cancellation for the event and the fee is pending to be refunded
In scenario 1: The participant is still expected to attend the event
In scenario 2: The participant will not attend the event

I think it is becoming troublesome to relate the contribution status with the event status.
The default is that 'Pending refund' counts positive towards attendance.
Two proposals could be
a) to remove participant statuses connected with the contribution
- may cause other difficulties, might me the best in the long end
b) to add a new status and to differentiate between two types of pending refund scenarios:
- Pending refund (cancelled)
- Pending refund (attending)
First one would have count status 0, second one count status 1

I think back-end users should also be able to add registrants to sold out price set selections. There could be many reasons for orgs to want to enabled their staff to add event registrants to selections (special treatment for VIPs, entering paper registrations, etc). I propose to unfreeze these fields on the Change Selections form, but keep the "Sold out" text so that back-end users can see these selections are sold out, at the same time adding "Sold out" text on the Events - Register Event Participant form.
With this change, staff will be able to see a selection is sold out, but make the choice to add a registrant nonetheless. The work around we use currently is to temporarily increase the price set selection limit and then decrease it again after adding the selection, but this is awkward and not obvious.
I think this could be accomplished by moving the [check here from the registration form](https://github.com/civicrm/civicrm-core/blob/5db0bc3c1f54eaca4307f103a73bda596ae914d6/CRM/Event/Form/Registration/Register.php#L764) to [here in the price field](https://github.com/civicrm/civicrm-core/blob/35093fbff08842016c1ef01042e225b9cb5ffec2/CRM/Price/BAO/PriceField.php#L353). It looks like the currency symbol is hardcoded in `templates/CRM/Price/Form/LineItem.tpl`.
A similar issue occurs when attempting to change selections for the event. In this case, the currency symbol is not hardcoded, but defaults to the default currency code for the installation - not for the currency code associated with the event.

I now use:
Wordpress: 5.7.2
Civicrm: 5.37.2
I create an event and set up a mail-reminder, which goes to roles and also to one additional group.
In the html field I then add {event.start_date}.
{event.start_date} works for the roles, e.x. registered.
{event.start_date} **does not work** for group recipients.
Also other event(?)-token doesn't work for that group recipients.
For testing I also deactivated all extensions.

Thing is, I can choose a role and additionally one group.
But what is, if this needs to be sent to more than one group?
I then could set up multiple reminders and also - I guess - create a dynamical group which contains other groups. But both seems inpractical compared to that smooth select field when I send regular traditional mails, where I can choose multiple groups.

Solution: suggested CiviCRM core patch to add a checkbox to 'include guest information' for confirmation emails for participants that have guests attached to them. This would include the guest information int he email, as though it was from a front-end booking.
ie: IF the booking has additional participants, display a new checkbox:

This change can be extrapolated to state list drop downs (indeed any drop-downs)
For blind users this causes confusion because they don't know what field they're on if they're in a state/province named after the country and it works differently than the rest of the field types.
Changing this in the html source using developer tools of firefox or chrome fixes issue until page is refreshed.
I tried to figure out where this is happening but the javascript spaghetti is very confusing. If anyone can point me to the right file I'll patch it.
