Migrate d7 superuser and fix extension installing (cv pipeline)

Rich requested to merge artfulrobot/standalonemigrate:migrate-d7-superuser into develop

I'm still working on this, but this includes 2 things:

  1. extensions: we need to install standaloneusers on the standalone site - fixes this; and we need to remove completely the standalonemigrate extension from the standalone site.
  2. Drupal7 has a special permissioned user 1. This (testing now) should support that.
