Track bounces for transactional emails

I have a client who wants to track bounces for the transactional emails this is implemented in https://lab.civicrm.org/extensions/sparkpost the fork of Coop SymbioTIC fork

As that fork recommends using this extension I will backport the bounce handling for transactional emails to this extension.
