Bug: Reply to doesn't always get set

• Automatic emails, such as opt-out confirmation are sent out with a default Reply-To header "do-not-reply@...".
• For CiviMail, the Reply-To ends up as the same as the From. replyTo header is set but doesn't respect it.
• For single emails (such as sending via an action), have Reply-To set correctly.
