Removing a condition from an action not possible

How to reproduce?

1. Add an action
2. Add a condition with Parameter has value, set the parameter and the value
3. Save
4. Edit the condition
5. Clear out the value
6. Clear the condition type
7. Press Save

Actual behavior

Error message that value is required. Condition is not removed

Expected behavior

No error message and condition removed from the action
