Grant is changed trigger doesn't work

I've just realized that when I create a rule with Grant is changed it never gets triggered. I tried it on tree different instances with different versions of CiviCRM and it never seems to be working. I tried creating simple rules without any conditions (when grant is changed add contact to a group) and it just doesn't work. Grant is added and Grant is deleted triggers work just fine.

Is this the issue with the extension or it is some deeper problem with the CiviCRM core?
