New condition to check if the contact is a CMS user

Funded by Domus Medica (see https://civicoop.plan.io/issues/4550):

  • if I add a new contact I want to check if this contact registered on the website (and so is also a CMS user)
To upload designs, you'll need to enable LFS and have an admin enable hashed storage. More information
