User with 'administer CiviDiscount' permission unable to administer CiviDiscount

The APIv4 permissions are not set so they fall to the default of administer CiviCRM. This means that users without this permission (even if they have administer CiviDiscount) are unable to view any data in the search forms (they can see the forms but no data loads).

I'm going to submit an MR to add these permissions.
