Add docs about PHPIDS to the security page

We have some docs on PHPIDS in the Dev Guide. System administrators should be aware of PHPIDS as well. It'd be nice to mention it in somewhere in the security page. It should mention:

• What is PHPIDS
• How to check the log file for PHPIDS alerts
• How to give trusted users permission to skip the PHPIDS check
