Clean up references to numbered steps

The wiki docs made heavy use of numbered steps. Many headings were manually numbered and sometimes out of order. There would be places where content would say "go back to step 3" but actually a step had been added before step 3 so "step 3" had become "step 4". I want to shake this habit of referencing things like this because it's very easy for small content updates to break these references.
In my automated import, I programmatically removed numbered (and lettered) labels from headings. Now there's still some cleaning to do to remove the references to those steps. There are about 24 occurrences of step \d
that should be manually cleaned.
When possible, reference a step by using a heading id. If that's not possible (i.e. the step is a list item and not a heading) then describe the step instead.
