The planning/cms guide/page should be reworked to use neutral language to describe the available CMS integrations with CiviCRM.

The (planning/cms)[https://docs.civicrm.org/sysadmin/en/latest/planning/cms] page currently contains unreferenced "popularity" information for the CMS integration options available for CiviCRM this kind of information is liable to end up out of date (as it probably already is) and therefore I would like to suggest that we remove this information and instead stick to a description of each CMS and the "level" of integration it features with CiviCRM.

I'd like to pick up on #33 and see if we can refactor this page to focus less on the popularity contest and more on the advantages and disadvantages of each CMS choice as per the SE question/answer referenced.
