Refer to GitLab instead of Jira, where appropriate

The Dev Guide makes a lot of references to Jira. This command will find a few dozen of them (while ignoring URLs to specific Jira tickets)...

$ grep -Prin 'jira(?!/browse)' docs

There are some tricky questions to answer here, like what to we write in our commit messages?

Any interest from @bgm @totten @colemanw in helping with this task of updating the Dev Guide (since there are some decisions involved here)?
