Fix Nginx Config files.

Description

Changes the .conf files in app/config to server as examples rather than being "live" config files

Before

The Nginx config file included is a version of the config used directly for docs.civicrm.org.

After

We now include 2 config files to server as examples for running the app in a live or development scenario.
