Allow books to define redirects which point to other books

Modify the internal redirect functionality to allow each book to define external redirects in the redirects/internal.txt file.

(I realize it won't be very intuitive to put external redirects in a file called internal.txt, but I think it's worth it to live with this unfortunate consequence. In the future we could change the app to first look for a file with a different name.)
