Change CSS for monospace hyperlinks so that it's apparent that they are links

In this page there are a lot of hyperlinks which contain only monospace text. The current style makes it hard for the user to understand that these are actually links. Change CSS to make these look different (e.g. underline).

Check with upstream Material Theme to make sure they haven't already made this fix, and consider reporting to them.
