Create nl_BE translation

Discussed at CiviCamp Brussels, February 2018:

• Create a nl_BE translation of CiviCRM
• Synchronize from nl_NL, so that it is possible to re-use the existing NL translation, but adapt a few sentences where necessary.

@alainb You can invite people to join that team. We can also set 1-2 people as admins (it lets them set strings as "reviewed", so that they are read-only.

The strings still need to be translated, and ideally with an automatic sync.

This is now synching daily from nl_NL to nl_BE, so I will close the issue.

Ah I think this is why I was confused a few months ago when I noticed mismatched case-related strings (which have since been fixed in nl_NL but not updated in nl_BE). Was it decided in the end not to include nl_BE in civi? Or is it just missing the step to add a line in xml/templates/languages.tpl?

I'm not sure about xml/templates/languages.tpl, but probably.

It also needs to be added here: https://lab.civicrm.org/dev/translation/-/blob/master/conf/distributed_languages.txt

(so that it ends up in the civicrm-languages.tar.gz)

Ok thanks I'll do a PR for the tpl. It needs to be in languages.tpl to show up in the dropdown on the localization admin settings page.
