Additional languages 'en_IN', 'en_SA', en_NZ, en_SG

Currently in our database we have languages for

I think we should add additional variants for English where we know that English is the or an official language - as they have formatting associated with them - e.g both NZ & India use dd/mm/yyyy as the date format.

We could likely only do on new installs

I'm not imagining being incredibly thorough but these ones popped up
