Cannot save a copy of a report without the "administer reports" permission

To reproduce:

Create a user with the following permissions
- access CiviReport
- access Report Criteria
- save Report Criteria
Go to an existing report (or a template)
Refresh the results
Under Actions, click "save as"

Result: javascript error: "TypeError: $refresh_field.html() is undefined"

To upload designs, you'll need to enable LFS and have an admin enable hashed storage. More information
