Add `hook_civicrm_pre` and `hook_civicrm_post` to Domain create and edit operations

Creating or editing most CiviCRM entities triggers both the hook_civicrm_pre and hook_civicrm_post hooks. Domains seem to have been overlooked - which means that one cannot detect when a new Domain has been created or when a Domain has been edited. PR to follow.

To upload designs, you'll need to enable LFS and have an admin enable hashed storage. More information
