Improve "CiviCRM Upgrade Available" messaging

Image_Pasted_at_2019-8-14_08-38.png

The current upgrade suggestion could be improved in a few ways IMO.

  • None of the links are actionable; they take the user to release notes but there's no link there to download.
  • More useful would be to give the user both release notes and download as actionable links in this message.
  • In this format, the first link suggested is actually an older release (5.16.0 vs 5.16.1 on the right). IMO there's no advantage in showing the former, we should just direct people to the latest release anyway.
  • Perhaps the intent was to show the latest patch of their current minor - this would make more sense to me? IDK

So, I propose the following amended messaging, for the case above (screenshot made today when site was running 5.15.2).

CiviCRM Upgrade Available

The latest CiviCRM release is 5.16.1 which was released on 2019-08-12. See release notes or download now.
