"Actions > Create User Record" is not working correctly
When trying to use the "Actions" button menu on a contact screen to "Create User Record", the form that is presented seems to create the user successfully, but then create a new/separate CiviCRM contact for that email address which is connected to the new Backdrop user. It then tries to link the new user to the contact that you are working on and clicked the button from, which causes a fatal error since that Backdrop user is already linked in the uf_match
table. Once you get out of the fatal error screen, you are left with the additional empty contact (email address linked to Backdrop user) and the original contact which is still not linked to any user.
