add settings for financial type and fix error on delete of rrn

change a few functions from private to public for an AIVL correction job

* fix issue with limit, calculates with > and should be >=
* recalculate situation when contribution deleted

fix issues with tag not being processed with merge, only check for completed contributions and only process individuals (AIVL)

also process rijksregister tag when besensitive entity is created or deleted and scheduled job for populate
