Love the cheese sandwich analogy!

This sounds like a core bug, is it reported? If so is this behaviour fixed upstream? Do you have SQL to remove the fk so this won't continue to be a problem?

@artfulrobot it's fixed in 5.64. Manual sql is listed in https://lab.civicrm.org/-/snippets/91 linked to above but I'll pull that into its own section.
